本需求改了什么
固定底栏改为导航项目库＋多策略；同一用户渠道与使用端最多启用一套。
The fixed bottom bar becomes an item library plus multiple strategies; one strategy may be active per Platform and Surface.
1️⃣用户渠道与使用端组成四个独立范围；列表筛选标签在左、下拉在右。Platform and Surface form four isolated scopes; labels stay left of their list filters.PRD §1.1～§1.3
2️⃣每个范围可维护最多 10 个项目；原型以 6 笔范例保留新增空间，策略从项目库任意勾选。Each scope supports up to ten items; six prototype examples leave room to create more, and strategies select any library items.PRD §1.2～§1.4、§2.1.1～§2.1.3
3️⃣每套策略恰选 3 项或 5 项；右侧排序，预览自动标出中间突起图。Each strategy selects exactly three or five items; ordering drives the raised-center preview.PRD §3.2、AC2～AC4
4️⃣状态沿用后台文字形制：启用为一般文字，禁用为红字；新增与复制默认禁用。Status stays text-only: Enabled is ordinary text, Disabled is red; new and copied strategies start disabled.PRD §3.1、§3.3、AC7、AC9
5️⃣系统编号不进入建立／编辑表单，保存后自动产生；复制保留范围、组合与顺序，启用冲突仍须先禁用原策略。System IDs stay out of create/edit forms and are generated after save; copy retains scope, composition, and order, while activation conflicts still require disabling the original first.PRD §2.1.2、§3.1.4、§3.3～§3.4、AC7～AC9、AC16

不画二期总代／代理分配，也不另画操作日志；变更统一进入既有管理员日志。
Phase-two agent assignment and a separate operation-log block are omitted; changes use the existing Admin Action Log.
